What are the chances my super has Doctor Who on call?

So, my apartment building has a small laundry room with two washers and two dryers. The washers are the same model and take 38 minutes to do a load. Except that lately when I go downstairs to get my laundry, one of them is done while the other still has 7 minutes on the clock and I can only conclude one thing, which is that there is a time disturbance running through the basement of my apartment block.

There's a time disturbance running through the laundry room in my apartment building in NYC, too! The same thing happens there.
