If she killed him to stop him and didn't know yet that he can regenerate so that when she did it she thought she was killing him for real . . . ok, I hadn't thought of that option before, that could be worth pursuing. I've been thinking that too. But - and this throws the whole theory off - is that she seems to have known what she was doing, killing Mr. Unknown Good Man. I like your theory of her killing someone in opposition to the Doctor, but what's with the 'best man I've ever known'? Unless, this macro speaks the truth! *g*
Actually the whole regeneration thing rather throws it off, unless the Moff does something spectacularly clever. *deep sigh* This is why I so rarely speculate, I can never think of anything as clever as the writers.
